There is no “central flacq area” in Singapore. Did you post this in the correct country forum?
But in case only the word “flacq” is wrong and you need an apartment in central Singapore, it won't be cheap (budget S$3000-5000 for a small one - better move to the suburbs to save some!) and everywhere is near a park and grocery store.
