To help address labor shortages affecting Canada's economy, the government is giving foreign workers greater flexibility to develop their skills. Under a directive introduced on September 4, temporary foreign workers can study in Canada without a study permit while continuing to work for a Canadian employer, as long as their study program lasts no more than six months.

Who is eligible?

Expats covered by this directive must:

  • Hold a valid work permit. Important: If the work permit is set to expire before the end of the study program, the application will be rejected. 
  • Enroll in a program lasting no more than 6 months. The chosen educational institution may ask the expat to provide proof of legal status. In that case, the expat must provide a valid work permit.

Can you do a co-op placement while studying without a study permit?

A co-op placement without a study permit is possible. However, if the placement involves a different employer or a field different from the expat's current job and employer, the applicant may need to obtain a new work permit from the company offering the placement. In that case, they will hold two valid work permits: one tied to their temporary employment, and one tied to the placement. Expats with an open work permit do not need to apply for an additional work permit.

Can you study full-time?

Full-time study is an option, but it comes with drawbacks for foreign workers. Any experience gained during studies will not count toward assessing the expat's eligibility under the Canadian Experience Class. On top of that, the worker will not earn any points for "Canadian work experience" in the Express Entry Comprehensive Ranking System.

Are there specific rules for Quebec?

Expats who meet the eligibility criteria for studying without a study permit do not need to provide a Quebec Acceptance Certificate (CAQ).
