You should approach a business incorporation service provider, like Rikvin or Guidemesingapore - these are the oldest and most well-known, but there are others, too.
Apart from that, opening a business in Singapore is easy and can be done without help - except if you want a visa based on that business (then it gets very difficult and you need all the help you can get!).

beppi is right. You can approach some business incorporation providers. Refer to government websites too so you will be aware of what things you need to prepare before embarking in starting business in Singapore. Goodluck
