Hello All,'
I am a engineering professional from India and i will be sooner relocating to Germany. I would like to know the if i can apply for Blue card directly in India and if so will i need any pre approval

There is no such thing as pre-approval. And of course you apply for the Blue card from India, you cannot just go to Germany to work without already getting the work visa... You need to properly inform yourself. All information is given on the German government immigration site - also in English.
