Travelling with Carta di Soggiorno Application Document

Hello all, I am new in Milan and my husband is an Italian citizenship. I applied for Carta di Soggiorno (for the first time not renewal) but the appointment in questura is for February. I entered here with my touristic schengen visa which is expired today. I was told by questura officials that with the application paper I should be able to travel between my county (Turkey) and Italy without a need of visa. But I am really not sure whether the paper will work at the police check in the airport if I need to travel. Did anybody had the same situation before and the application paper worked?
