You should also post an ad in Singapore Classifieds -> Jobs section mentioning your cousin's qualifications and the position he is looking for!

Don't keep your hopes high: People without a degree have a much lower chance to get a work permit for Singapore, and the employer will have a hard time to convince the authorities he needs to employ a foreigner instead of a local with the same skills.
Since there is no textile industry I know of, potential employers are mostly small neighbourhood companies that mostly require Chinese language skills for dealing with customers.
If your cousin has a degree in fashion design or experience with international brands or MNCs, the situation is much better.
