I would like to make my unlimited carta soggiorno from paper to electronic card .. how can I do it and what card I will have after please ? Thanks

Not enough information to answer. Your profile says you're in Germany. If that's the case, why are you asking about a permanent residence card of Italy?

I just arrived in Germany to look for job but they told me I can't work in here with carta soggiorno so I want to know what can I do to work in Germany???

Indeed, a carta soggiorno is only available for Italy. To work in Germany you must find a job before to come in Germany, but it's very difficult if you don't speak German and if you don't have big graduations.

Try to make an asylum asking to the German Embassy.
