It would depend on your husband’s income. If it is too low, then you might not be able to join him. But this sounds unlikely according to the qualifications you say he has.  It might be more complicated for you at the beginning to first find a job and come on a working visa as well BUT this might be the better choice. Why? Because if you come as a partner without a working visa it might be difficult or impossible to later be allowed to work. It all depends on your visa or residency conditions. On the other hand, the magic solution to immigrating to Germany for non-EU citizens is generally having education and work experience in specific fields like high tech. It sounds like you are probably in a good position to manage. You should be sure to clarify everything with the proper authorities rather than just making assumptions.

Contrary to what Tom wrote above, I would recommend you to get family reunion visa fo yourself and kids to join him in Germany. If you are married and he earns enough to cover your basic costs of life (approx €9000/year for an adult, less for kids), this should be easy to get (it just takes 3 - 6 months). In addition, a family reunion visa usually gives you an unrestricted work permit - and your job search is much easier once you are in Germany!

Regarding your second question: Child care and kindergarten places (especially with start and end timings that would allow you to work) are very difficult to find in some Western German cities, and easy in the former Eastern Germany. So it depends on where you move.
