Hi. My friend is going to Singapore as a tourist but her pass is still in pending status. May I ask if the immigration officer will not let her enter Singapore because of the pending application?

SVP (=tourist/short visit visa) and S-Pass are separate items.
Your friend's pending S-Pass application will not have an influence on SVP issuance.
