Permanent Residency based on monthly income or over 4 years in country

Hello there,  I have noticed a couple of posts on this forum that state you can apply for permanent residency if your monthly income is over MRU150,000 per month or if you have been here longer than 4 years.  Can anyone give me a link to where this information is published?  The last time I asked the BOI they indicated that whilst there was an intention to allow applications there was no legislation passed thus far on the guidelines the requirements for foreigners (other than on the IRS Scheme) to apply for permanent residency. They advised it was all up in the air and they were waiting for the legistlation to be passed.

Whilst it is great to hear other opinions or first hand experience I am really looking for something in writing that gives the exact requirements.

Whatever you've been told at the BOI is right! The architects and implementers of said program ( if I can use that term) to open the door to investors and subsequently foreign residents back in 2006 are long gone ( pushed out) - either working for IFIs in DC or Tunis or in the private sector.  Since the elections of last yr , the sitting govt is changing its tune depending on current crisis or the mood of some politicos. As far as legislation goes , let's say that the rules are becoming more restrictive  in lieu of being more liberal. So like we say beautifully in Kréol ; "attane avec ene la bouzie rouze"  Wait and hope  patiently whilst praying and holding a red candle.

Thanks for your reply, I thought as much, just wonder where people posting different information get it from.  Just hearsay maybe.  We will be sure to "attane avec ene la bouzie rouze" .
