Inheritance Trouble

My parents inherited a piece of land, which they have equal share on because the land is in both of their names. However, my father had sold this land for one tenth of the price without consulting my mother. They are legally married, and she had no knowledge that my father had sold the land, which had also belonged to her. Would this be considered illegal? Any advice would be much appreciated?
