How to get Exit Paper for dependent whose iqama was cancelled

Dears

I cancelled my son iqama in Abshir system by sending a request because he was on exit/Re entry & could not come back

Now, I applied for family visit visa for him but Islamabad Saudi Embassy is asking for Exit Paper from Jawazat which Jawazat refused to provide, also Jawazat is not providing his Muqeem Information

Please guide
