Ugandans need no pre-arranged visa to enter Singapore, so you can visit for up to 30 days by just appearing at the border (sometimes, only 15 days are given!).
But no foreigner (regardless of nationality) can live or work here without visa - and these are difficult to get. If you intend to do that, please read on this forum or other sources about the options available, their requirements and formalities!
