If I don't have a diploma or degree, is it possible for me to get a pass with the skills and offer letter that I have?

S-Pass is for skilled applicants only. In practise, that means a recognised technical certificate and some work experience. The exact criteria are not published and the decision is on a case-by-case basis. The SAT can give you a first assessment.
