Malaysian Citizen enquiring about lodging partner visa from here

Hey everyone,

My partner and I haven’t been able to see each other since I left Brussels in April 2020 to visit my family in Malaysia. We were in the midst of waiting for my Proof of Single status to apply for the de-facto Spouse Visa and the document only arrived a week after I had left. Have a few questions now as Malaysians are still not able to depart (seeing as they do not recognise a de-facto partnership as an “essential travel”) even with Belgian Authorities giving permission for me to fly in as his de-facto partner.

1. Would he have been able to apply for the visa anyway at the council though I had left Brussels?
2. Would I be able to apply for this visa whilst I’m in Malaysia at the Belgian Embassy? Has anyone tried?

This pandemic has caused many hardships for us and with this unpredictable situation we are desperately trying to find ways to see each other. Any advice would greatly help. We are trying to find as many ways as possible to be able to see each other. He is not able to fly in to Malaysia either because tourists are still not able to fly in. Please any advice would be appreciated. I hope everyone is staying safe.
