We spend about 5-6 months in Austria and 5-6 months in the UK. We normally drive here. Does anyone know the rules on having a car with UK plates if you are only here for 6 months at a time max? I read that you have 12 months here before you have to register, but does it reset if you go back to the UK?

I think you may find that Brexit may have caused you some issues. It will depend on where you are resident; if you are resident in Austria, then you'll have to comply with the rules there; if it's the UK, the same. Same for your driving licences.
