There could be a number of reasons but most bans are issued because of spamming/scamming.

There is a scam that's been going around for some years where you get all sorts of offers from supposed senior US navy officers, but the lot are after cash.
As the name is that of an officer, there's a fair chance he was banned for scamming.

They aren't in the military, just they think it gives them cred if they take that person's ID.
