Visa cancellation and noc

I know this has been asked several times and we have tried all remedies posted here so would really appreciate any clarity that can be given if at all.
For background of what has happened:An employee had an issue with his sponsor who took over his business and lack of paperwork held him as employee and not owner.The case was fought in court for 2 years and he lost the case as expected due to lack of paperwork.In the meanwhile his resident visa had expired and despite of asking in the court regarding it,he was given no answer.Anyway was asked to pay a certain amount by the court in lieu of the case which was done and he approached the ministry of manpower to cancel his visa.The said they wouldn't and couldn't until the sponsor came and cancelled it himself.The current issue is the sponsor refuses to pick up the phone or come and cancel.So as per the advises given here,he approached the Indian embassy who in turn asked him to go back to ministry of manpower with a letter from the embassy requesting cancellation.The ministry of manpower has refused to accept the letter because the sponsor is not coming forward to cancel the visa and have asked him to go to court with his grievances.The embassy says they can do nothing in this situation.It feels like a never ending cycle with no result.Is there a solution to this?Please don't say negotiate because he doesn't really have anyone to sit for negotiating nor does he have the money to pay any more lawyers.

The sheer pain, angst and exasperation involved are coming out quite clearly.

In any tussle between the sponsor / employer and the employee, it is invariably the employee who has to pay dearly. That is why the local embassies are tasked with helping the affected expatriate employees in a foreign country.

That the Indian Embassy has stated that they can do no more, in this case, is rather surprising. Until and unless the case has been amicably closed, the responsibility lies with the embassy to mediate on behalf of the affected resident.

Since they have refused to do so, you must ask the concerned party to escalate it within the embassy so that the case details are brought to the notice of the higher authorities.
