Lost passport and civil id

How can anyone travel from Pakistan to the middle east without a passport?

I don't know about Kuwait but in the case of most countries, when this happens and you are in your home country, generally the steps are:

1) Get a new passport - You CANNOT, absolutely CANNOT travel to any country without one.  The only exception is your OWN country and even for that, the Embassy abroad will issue you a temporary travel document
2) Apply for existing valid visa to be stamped on new passport
3) On arrival, follow the process for getting the required cards and IDs

Each step, obviously, has a lot of documentary process and hassle behind it which you need to check at your end.
