Hello! My permesso d soggiorno got expired in 2013(18y/o) however i failed to renew it now that i am 23 years old. Together with my schengen visa, it is also expired. Can i still renew my permesso di soggiorno here in the philippines? Thanks!

You need to contact the Italian Embassy for information. More than likely you will have to reapply for both visas,
