Hello,

I have not found any information on whether a person waiting for their very first permesso can
apply for the temporary permit at the questura to travel to other schengen states?

I heard that if you want to travel to other schengen countries for valid reason you must request a permesso di seggiorno provvisorlo. But every case seems to deal with renewal of expired permesso rather than someone like me, who is waiting for their first meeting.
