Can the transfer be made without electronic approval

My New employer made e-request , but got rejected by ministry and then he made another but still the old employer did not get an option to "approve"
Now the new employer made a 3 rd request and carried a screen shot to lobor ministry to do the transfer manually.
I am waiting at home to complete the transfer , so it is frustrating.
With Ramadaan Eid things are delayed.
I have given passport , 3 letters from Old employer and iqama in 2nd Week of July  to my new employer.
My question is,
1. Can the transfer be done using manual process.
2. How long usually it takes

Yes manual transfer is possible if you have no objection letter form your old sponsor attested from COC. Ministry employee will process your docs and within 10 minutes you can see approval on ministry website. If your new sponsor is lazy just find any good agent outside ministry office, but he will charge you around 1000 to 1500

I am in Dammam and new sponsor is trying to do this in Riyadh. Let me visit Dammam  ministry of labor tomorrow morning and explore this.
In addition to this fee, we need to pay the transfer charges, is that right.
Hope my new employer will not be offended.
