You've to visit MVPI Center on Dammam Road.
Open Riyadh maps http://goo.gl/maps/8sbKP
From the left pane, look for Automotive: MVPI

Be there early in the morning say 7am. Even then you'll find long queues of cars. Just join a lane and keep moving ahead. As you reach the end of your lane, you'll see a cabin. The prson there will ask you for the Istamara and will ask to pay MVPI charges, 75 SAR I recall. Take the receipt from him and move ahead sitting behind the wheel of course. Someone will welcome you in the inspection area. Follow his instruction. You'll have to give someone the keys and they'll inspect the car using many different machines.

The inspection is a quite comprehensive. They'll check carbon mono-oxide emission in smoke, silencer,  wipers, tyres, brakes, lights etc etc etc. Windshield breakage is a MAJOR problem.

If you get through, they'll give you the detailed report. Get it stamped from the maroor office (adjacent) and you're done. In case, your car fails in any of the tests, you'll have to get it repaired and go for a re-check.
