If a person on visit visa in Oman, can go to UAE, by road or by air, if he has a visit visa of that country also?

Subject to the availability of UAE visa, a person can go there.

By Air - YES
By Road - NO.

Yes but won't be able to re-enter to Oman on same visa as Oman visit visa's are single entry.
