A visa on arrival is valid for everyone, so everyone who wants to enter Mauritius can apply for a visa on arrival.

In addition,  your passport must be valid for a minimum of six months from the date you enter the country. You may be refused entry to Mauritius if your passport has less than six months validity remaining or if you don't have a return ticket.
