Hard copy of SRE permit to purchase property

My husband and I are in the process of buying a property in Michoacán. Actually, we have already been to the notary to sign the deed. But we don’t yet have the hard copy of our SRE permits. The notary said we could sign the deed with just the folio numbers because our permits have been approved, but the deed can’t be registered and we can’t get our copy until we have the hard copy permits. We have purchased property in Mexico before so we are familiar with the requirements and the process but we had hired someone local to assist us with obtaining the permits because we were not in Mexico at the time. This person applied through the main office in Mexico City. Now she says she needs to drive to Mexico City “to bring the originals and then in a couple of days they will be ready.” I don’t understand what this means as the permits have already been approved. And what originals might she be referring to? Yes I have asked her for clarification but her replies do not answer my actual question. Her English is excellent but maybe she doesn’t understand what I’m asking. Can anyone enlighten me here about how permits normally arrive in hard copy and why a trip to Mexico City would be required? I will say there have been other issues with the permit process and we would not use this person again although they came highly recommended by a number of expats in our community. I have searched and searched online but can’t find any information specific to this question.
