Belgium Blue card processing from Germany

Hi All,

I am Indian , working on ICT via in Germany.

1. Can I process Blue card for Belgium while being in Germany ? (provided I have job offer from local Belgium company)
2. Time required for processing ?
3. Is it possible that I stay in Germany (Belgium border) while working for Belgium company & visit office by car or train ? Preference to stay in Germany.

Looking forward for some information/pointers.

1. Yes, via BE embassy in Germany.
2. No idea, but should be way faster than from India.
3. For EU nationals it is fully possible, but no idea how can you prove working rights in this case.
