Returning to Australia from USA with Pets

We lived in the US for many years but now live back in Australia.  We've been trying to get our daughter back from the US (Utah) since travel restrictions came into effect.  But, she has two dogs.  She has a professional pet relocation company, a vet and any number of pieces of official paper meaning they can travel.  However, there now appear to be no flights (which have to go directly to Melbourne for quarantine) and the few flights they had recently carried only a few live animals.  I've heard rumor that there is a significant backlog of pet owning families looking to return.  I'm not sure if there is anything left to do but wait out the travel restrictions and for Melbourne flights to return.
