Im a certified Coach and have been wondering if companies in Dubai use coaching as part of their Employee Development Programme.

Most multinationals do but they work with their globally contracted providers and don't seek support locally.

Google for the international HR consultancies and trainers. These could range from individuals to leadership arms of organizations like Mckinsey and others.

But a better bet would be to ask around the smaller local players if they have needs for your services. As it would be very difficult to break into the multinational / larger company space when you are relatively unknown.
