Employer Repatriating if on Tourist Visa

Hello, I was hired by a company to work in Oman. I entered on a tourist visa with a letter of offer which said I could resign with 7 days notice. I did that and followed the letter of offer. My employer said they will not pay my repatriating ticket. Are they responsible to pay this or not if the employment visa has not yet been processed?

I don't know about Oman but in most of the GCC countries, you are only covered by labor law and it's clauses i.e. repatriation, if you are on an employer's contract and visa. Tourist visa and job offer letter is meaningless from a legal perspective. 

I would suggest to just put it down to a lesson learnt and go back yourself.
