Walk through the streets of Malta , its either littered with opportunity or dog poop, depending on your point of view .
Since there are always complaints on Malta about a lack of jobs. This is a great opportunity to spruce up the island, and employ a couple of persons .

I have been very surprised by the amount of poop on the streets since moving here. Not a bad idea

On that topic, does anyone know if its legal for a dog to be running around the streets on their own ? As I see some people kinda just open the doors and let the dogs loose without any supervision.

Is this normal here or are there some kind of guidelines, who would you report this to , assuming of course action would be taken...

It must be illegal.  I am a dog owner and a while back I was walking my dog from my apartment to my car with my dog off its lead.  A local man walking a dog warned me to keep my dog on a lead as a warden could fine me. 
Good luck though, if you do report it.  Action taken....?

There are plenty of rules/laws in Malta - it's the enforcement (or lack of) that the issue.
