Can I get a job in Brussels as a dependent

Hi
My spouse is staying in Brussels with a work permit. He is not a resident of EU. If I move to Brussels with a dependent Visa, am I eligible to work over there? What are the basic challenges for this situation (based upon the current law and regulations). Need help and advice on that.
