1.i live in indonesia and i learn germany language private (A2) and Did realy need germany languages certified when some person want stay in germany?
2.is there program for foreign people to learn culture,voluteer?

1. Althought it would help greatly in finding a job and building a social life, understanding German is not a formal requirement for movinh here (except if you are spouse of a German).
2. There are many cultural exchange and volunteer organisations - use Google to find them! If you want to stay longer than just a few weeks, you might try to become Aupair.
