It's not so much the 'can' as will the diplomat lose her job if she does.
That very much depends on the government who will surely have rules and guidelines on this issue.
A lot will depend on where the man is from.

It's unlikely much about national security will be available on the internet, especially when it comes to direct and close interaction between diplomats and foreign nationals.
This is going to be one for the diplomat to discuss directly with senior embassy staff.
