Most hotels have pools, not all allow entrance although a lot do for a fee.
In Sakalla I'd recommend going to the Caribbean bar at the top of Sheraton Road. It's on the beach through the Bella Vista hotel. For 60 LE you can also get a beach pass which, I believe, will allow you to use the pool as well.
In El Dahar, either the Geisum hotel or Sand Beach have a cheaper entry fee with pools available for use.
In the New Marina, Papas Beach has a pool and beach for use.
As mentioned, most hotels will allow you in for a price and let you use their pool.
