I have lived in Ethiopia for ten months, and it has been emotionally exhausting. I am ready to shift my life to Europe,
can anyone tell me if there is work available for americans in the arts in Brussels. I want to live somewhere where I can be expressive, work hard and be compensated for my work, and have a happy life.

To be honest ive not heard of anyone getting jobs as artists in Belgium or Brussels. I have a couple of friends who have sold some of there work freelance but not much.

To be honest, your only realistic change of work is as an intern, but that would be extremely unlikely unless you hold an EU passport too and preferably speak French and / or Dutch.
