Can someone please help with the information if a foreigner holding Russian Permanent Residence status will require visa to visit Ukraine ?? must imemdiatley travel to Kiev for a friends funeral

What is the country of your citizenship?
People travel to other countries by their passports, not their residencies.  If your actual citizenship allows you to travel to Ukraine without a visa,  you can do so. If not, then you need a visa.
Residency is not a travel ID. It allows you to stay in one country for a long time, that is all.

You need Visa for Ukraine.Russian Permanent residence card has nothing to do with Ukraine and remember Ukraine and Russia are two different countries just like England and USA etc.
