The easiest and cheapest place is Mazatlan! There is a lady that will fill out your paperwork for $500 pesos, and there is virtually no line. get in present your paperwork, if all their machines are working you'll have card the same day. You pay by credit card (INM fees). If you don't want to go to Mazatlan, Cuernavaca is another easy place you can get it done the same day, two hours from Mexico city by car/bus. You can watch videos on YouTube on how to fill out your forms, I did it myself. If you hire someone it's going to be between 4k-8k pesos!
