NOC to be address or generic

If you know the details of your new sponsor / employer, then the NOC can be addressed directly to them.

Else, it has to be an open-ended NOC not addressed to anyone in particular but a generic one - for obvious reasons.

Regarding your last query, that is a risk which you have to take. If the new employer is unable to get you the employment visa, you cannot return to Oman until they arrange for the employment visa, or two years are over from the date of your departure.

Try to get an NOC with options open. Don't obtain on any one organisation. You don't knw weather that particular company will be able to get visa on ur name or not.
Better to take an open one and always keep the original with u

I will try to ask for both might be they will consider.I cant take a risk because my wife is also here working.
