Documents attestation

Dear All,
i am 3year diploma(DAE) holder from Pakistan, my diploma attested by,
1:- IBCC From Pakistan
2:- Ministry of foreign affairs from Pakistan
3:- Embassy of Saudi Arabia from Pakistan
4:- Ministry of Foreign Affairs Pakistan from Riyadh(KSA)
5:- Embassy of Pakistan from Riyadh(KSA)
Now the problem is this when i apply my family visa istaqdam office accept my all documents but reject my diploma they need Stamp from Ministry of foreign affairs Saudi Arabia when i was go there they told me first get stamp from Saudi Culture mission islamabad so i contact with Culture mission person and some agents they told me Saudi Culture mission not authorized to attest any under graduate certificates, so i was go again Ministry of foreign affairs office and they again refused and not listen me they demand culture attestation so i am confused can any one sujest me what i do now awaiting for suggestion.
