Accommodation is dificult and expensive in Gib.

He might be best to look at Pensions/Hostal in lA lINEA, TRY

What about Emile hostel (line wall road), Ocean Heights or Governors Inn? There is also a boat off Queensway marina and somewhere at £10 a week up the rock (!).
