Getting a Driving Licence

Can a foreigner go through the process of applying for and taking a driving test in South Africa? As from what I have heard, the wait to change from a UK to SA licence is two years. Unless one apples from scratch and take a learners test and then the drivers test. I am about to start the process of applying for a LPP, and trying to jump ahead with one element of my move to SA. So that on my next next visit(s) there prior to my intended move by the years end, I can already have a driving licence. I have my girlfriends/ partners address to use, but as yet I have no official status. Or am I going to have to wait until I arrive with my LPP status before even applying to take a Learners Test.
