Is it possible to transfer State Pension rights from UK to Malta?

Both Lynn and I are fully entitled to our State Pensions at the respective qualifying ages, having mad the necessary NI contributions.
However, I understand that the State Pension qualifying age in Malta is lower than in the UK which is 65 for me and 66 for Lynnder.
So, though a lower pension may be paid if we can receive it in Malta, from the Maltese Social Security Scheme it may be better for us.

"Who pays your pension?

In each country, your insurance record is preserved until you reach the pensionable age.
   
Every country where you have been insured for at least one year will pay you an old-age pension, when you reach its national pensionable age.
   
For example, if you have worked in three countries, you will get three separate old-age pensions"

how true is that for people when they have worked here for say 2 years then never come back - do the maltese gov chase people so they can mAke paymenT or do they as i suspect just hope they never make contact.
