I got my ID a week ago from commune in Belgium and i want my family join me. What is step by step guide /procedure i should follow to bring mye family as quickly as possible.

Check d vsf site of the home country where you family is based. All required documents for submission are there. Meanwhile you are to scan your I D and registered rental agreement to your family. After scanning, take it back to commune to stamp or sign the scanned copy befor finally sending to your family

Does it need to be posted to the peoplw back home as an original or can it be scanned?

As a scan. You can't post it because you need it in Belgium. It's your only proof of legal stay

I believe when you say I D, you mean résidence permit.

Dont forget to also include a letter of invitation. So you are sending three documents to your family in addition to the documents your family will gather from their end.
1. Registered rental agreement
2. Scanned residence permit
3. Letter of invitation
