Moving back to Belgium

I realise this forum would be rather to help non-Belgian living in Belgium, but I have a question that someone might be able to help me with. I am a Belgian (well dual citizenship) living in Uk for the past 30 years. I am moving back to Belgium very soon. The removals company tells me that to avoid paying tax and duty on my personal belongings, I need a certificate of residence, issued ans stamped by the City Hall I am moving to. However, in Belgium, you need to actually live there to get this, as a local police agent is visiting a week or two after the request to double-check that you are living there. So, it's a bit of a catch-22: I need the certificate to move but I need to move to get my certificate. The Belgian Embassy says that it is not needed and produced a attestation to that effect. I called the Belgian Federal   Tax and Duties Services and they say I should contact a certified custom representative to sort this, but that is really what I paid the removal company to do.

Anyone got a similar experience and advise me as to where to go from here?
