CAGAYAN DE ORO CITY, Philippines — A resolution adopted during a series of Mindanao-wide consultative meetings will be submitted to the United Nations Committee on Decolonization for deliberation and possible action, a Daily Tribune source said on Wednesday.


The source, a United Nations official based in New York, said the Mindanao-wide consultations are among the requirements for the UN to deliberate on the belligerency status of Mindanao.


“It will need only one UN member country to endorse or recognize the independence of Mindanao to start the decolonization process,” the source said.


During a consultative meeting held at the Limketkai Luxe Hotel, a resolution was passed calling for a peaceful struggle to free Mindanao from what organizers described as “Manila imperialism” and to elevate its status to a belligerent entity as an independent federal state under existing international laws.


The resolution was an offshoot of the ongoing Mindanao State of the Nation Conference held on Saturday at the Limketkai Luxe Hotel in the city, attended by leaders from provinces in Northern Mindanao.


The resolution declares:


“Whereas this resolution is a direct declaration of the country’s economic issues and problems affecting the people of Mindanao, with serious concern and a call for a united front and alliances in Mindanao.


“Whereas this resolution presents tangible, practical, and doable solutions to free Mindanao from the bondage of imperialism—an imperialist thinking of inequality since time immemorial.


“Whereas the Mindanao People’s Conference is organized to form an alliance composed of civic-minded citizens fully committed to the future and development of an island blessed with natural beauty and human resources.


Whereas the country’s political and economic situation, vis-à-vis current developments in the government system, has become endemic and critical, requiring drastic and decisive solutions.


“Whereas the call for alliance among Mindanaoans is a command responsibility, given the urgency of the current situation, to unite and move in one direction toward freeing Mindanao from the bondage of Manila imperialism.


“Whereas the idea of Mindanao independence is a bygone sentiment that needs revival, urging peaceful struggle and a united stand to elevate its status to a belligerent entity operating as an independent federal state under existing international laws.”


The resolution states that it was passed and adopted on 27 December 2025 during the People’s Consultative Conference held in Cagayan de Oro City.


Organizers said the resolution will be submitted to the People’s Congress, which will be held either in Cagayan de Oro City or Tagum City, Davao del Norte.


Participants in the Mindanao-wide consultations from Western, Central, and Northern Mindanao aired similar sentiments that a peaceful transition of political power does not depend on armed struggle.


Ranque said even the mainstream Moro National Liberation Front (MNLF), during a consultative conference at Jonel Hall in Tacurong City, Sultan Kudarat, submitted a resolution abandoning armed struggle and joining the call for peaceful Mindanao independence using what they described as the “Kosovo model.”


“Armed struggle is already obsolete. We join the call for independence peacefully using the Kosovo model, urging the United Nations to conduct a plebiscite and let the people decide,” the resolution said.


MNLF founding chairman Nur Misuari also declared the independence of Mindanao in 2013 after then-President Benigno Aquino III terminated peace talks for the final review of the implementation of the 1996 peace agreement brokered by the Organization of Islamic Cooperation (OIC).


The MNLF flag was later hoisted in Davao City as the start of a campaign to gain international recognition, with Davao declared as the capital of the Bangsamoro Republik of Mindanao (BMR).


A second attempt to raise the flag in Zamboanga City was foiled when government forces intercepted an MNLF contingent from Sulu, triggering three weeks of fighting between government forces and the MNLF.


Organizers said the Mindanao-wide consultations aim to forge a unified position on the country’s political situation, which they said has marginalized Mindanao in national development.


The consultations were held in Sultan Kudarat for Central Mindanao and the Bangsamoro Autonomous Region, as well as in Northern Mindanao. The final leg is scheduled to be held in the Caraga region in January.


The original declaration of Mindanao independence was spearheaded by the late lawyer Reuben Canoy, who led a convention in 1986.


A founding member of the Mindanao Independence Movement (MIM) said the movement could be revived if an independent country recognizes Mindanao’s independence, which could elevate its status to a belligerent entity under international law.

It seems Trump is claiming the Western hemisphere for the US which would include Greenland, Venezuela, the Panana canal and the soon to be 51st state of Canada. He seems to actually be ignoring Taiwan and the Philippines except to keep the shipping lanes open in the SCS...maybe. That is his version of the Monroe doctrine. After moving Taiwan Semiconductor to the US he may very well leave Taiwan to the PRC and the SCS 9 dashed line to China. It's a totally new world with Trump in power.

It's a realignment based on geography. Trump is building a golden dome missile defense; Greenland is essential for that. Canada is now playing games with China. Canada will learn. Of course Taiwan actually is a part of China. Ukraine is actually a part of Russia historically. It all seems to make sense except it's hard to see where EU fits in if NATO collapses.

I keep hearing that Denmark sent up to 2 dog sled teams in Northern Greenland. They should be asking for USA allied NATO support to protect against a Trump US invasion of Greenland. The whole purpose of NATO has become absurd. A titan waste of taxpayer money.

As we all know the squeakiest wheel gets the most oil.


My only problem with this is that it asymmetricaly favors one certain religion. So if 5 or 20% of Mindanao are  Muslim, what percentage are Catholic or born again Christians. Why should that minority group overbalance everyone else? However, it is not my country and I suppose the threat of war and violence plays into it.

Yes Dan it is not our country and like most places the people (citizens) will voice the direction and decisions that lead a country forward.

Though as sad the squeakiest wheel gets the most oil and one simply needs to look through history no matter (most) countries. Whether it comes to black rights or women's rights and voting. The  LGBT community and the trash they like many endured or centuries seems the oiled wheel keeps turning.

As for Mindanao? One can only wait and see as visitors here.

While I type I am watching the memorial of the Bondi massacre 4/5 weeks ago being held in the Sydney opera house, the senseless murder of 15 souls and dozens wounded in the land down under and the land that welcomes everyone and one of the most culturally diverse nations on earth,,,,,,,, 2 radical Islamists on a crusade, I'm sure many here can relate to their own countries and the crap going on all the time. In Australia it's rare and shocking and so sad this type of sh1t can make it to our borders.

NoTrumpland. It looks like Greenland will allow small pockets of US sovereignty on certain bases in Greenland. So any attack on other areas of Greenland will be defended only by the 2 Danish dogsleds and the 50 EU troops and the people do not receive the 100K to 1M dollars and the US pays nothing. It seems to me the losers are the Americans with what has happened in the face of the free world, trust has gone because of a big headed ego and has totally disregarded 80 years of world unity trying to build a fiefdom and it's coming back to bite not only from the free world but the American souls that appears to have had a gut full and are quickly turning away.

As for Greenland the US have 15 or 17 bases there since 1951 and have walked away from all but one, those are existing rights and the US has always been welcome back.

I guess, Steve, you have chosen me to signal your displeasure with my Country. Certainly not Mug, who inappropriately disses his  government in front of people from other countries. I don't know what to call that. However,  I am convinced that you guys both lack fundamental understanding of required Arctic strategies in the advent of Russian and Chinese missiles that travel hypersonic at 15 times the speed of sound. Furthermore Steve, Australia does not fit in the the 3 power realignment because you are in the wrong hemisphere. Si your opinion doesn't count. China will be your natural ally. You (and EU) have no alliance benefit to the Western Hemisphere. I predict that Trump will lead a US exit from NATO after an agreement is made with Greenland. With the US out, EU is on its own after feeding from the USA for 75 years.

I have no problems with your countrymen as I've worked for US film production companies since the early 90's until my retirement 7 years ago. Yanks are no different to Aussies and we hold the same values and commitments. Sometimes big heads get in the way from time to time no matter country.

Neither does Trump care about those expensive bases that no longer serve a purpose.  I would not be surprised if an agreement exists for the US to cede influence to China in this part of the world and China stays out of the western hemisphere and even cedes Taiwan, a natural part of China, for access to the SCS shipping lanes. We will see what the realignment brings.

America actully had 50 bases on Greenland at the hight of the cold war. At the end of the cold war they have slowly closed a lot of them as it was costly to maintain them, The United States Army has over 40 military installations in Germany, two of which are scheduled to close. Over 220 others have already been closed, mostly following the end of the Cold War in the 1990s.

I would disagree Dan as we all well know that the dump only cares about his bank account and seems no different to walking over contractors and declaring bankruptcy, what 6 times? Seems now he wants to lead the world from a failed developers ideals and like always cares little for his own workers and now the people that voted him into power.

As for your supposed cheap foreign bases? Not only the dump but many prior admins have walked away over the decades because there was perceived world peace or a decent level of global integration and stabilitity but who has upended the cart? Simply ask yourself WHY? Small man syndrome rings a bell.

All the US bases are leased around the globe and the choice to abandon them was made for a reason by multiple administrations and now? Mostly those bases are accessible and one doesn't need to try and take over an aligned country with "WE NEED TO OWN IT" and the proverbial tariff threats with those that disagree, said it before the world is trying to deal with an egotistical spoilt kid and the slapping is coming. Seems from within his own house. Most have had a gut full and are moving on. The mid terms will be the telling of tales.

I certainly hope this is not the case, but having a GF there and having traveled several times to Davoa/Tagum/Mati regions in the last couple of years, I get the feeling the mindset of many people there can be different than the rest of the PI.  For example, the Dutertes are elevated in some aspects to that of folk hero status much to others' shagrins.  I kind of look at Mindanao vs. Luzon (and a lesser degree, Mindanao vs. Visayas) as similar to Florida vs. New York or Texas vs. California in the USA (or even the eastern region of Washington state vs. western/Seattle region).  Many people in Mindanao not only think they should form their own independent country but are more than capable of doing so.  Again, I hope this doesn't happen for the future sake of the entire country.

Mindanao is a net beneficiary of fiscal transfers from Manila.

It’s best known export the hubristic Mr Duterte is now in a detention centre at the International Criminal Court in The Hague and will probably spend the rest of his life incarcerated. At least he will be given a fair trial which many of his henchmen did not offer the thousands of innocent by-standers that got a bullet in the head.

The islands 3rd best known export (after Durian fruit) is Sara Duterte who like her father suffers in the cerebral area. She will probably be the next President of the country in 2028. Yeah right . Plus ca change. Like Estrada and Rodrigo Duterte Filipinos never learn their lesson.


Sarah Duterte is not stupid ( like her father hails from Davao) and would rather be a smaller fish albeit in a bigger pond.
