I was wondering when buying a property can you negotiate the price and if so, what  percentage? of the price is acceptable for negotiation  from buying from estate agent?

Property prices across the world are negotiable. The estate agent is an agent of the owner, and will try to get the highest price. They must forward any offers to the owner regardless.
