So, I have a yellow card already (MEU1) which I have had since 2017 and I plan to legally join my husband in June 21 who is already living in Cyprus (as information below). 
a. Existing family members of UK nationals covered by the Withdrawal Agreement, who are living in a country other than Cyprus on 31 December 2020 (end of the transition period), will be able to reunite in Cyprus with the UK national as a family member at any time in the future. They will then be eligible to qualify for permanent residence, after completing five years of continuous residence.

Question - we have both been coming to Cyprus since 2017 to 2021 and staying for long periods - can this time qualify towards your MEU3?

Question - Will we both have to apply for new residence documents or can we still use our MEU1's ?

One more question, For entry check into Cyprus after the transition period  - can you confirm that you have an MEU1 your passport is not stamped on entry.  (that is how I read it)
1. If he/she holds a residence document issued under Directive 2004/38/EC (MEU1, MEU3) then at the entry/exit boarders his/her passport is not being stamped.

Final question Can you explain this - (Please note that documentary evidence of exercising the free movement rights prior the 31.12.20, are the same as (MEU3) application requirements documents without the obligation of five years of residence, but the documents should bear a date until 31.12.20).

Absences of less than 6 months per year will be ignored when applying for MEU3 as you need to have 5 years of legitimate  "living in Cyprus evidence" absences of more than 6 months can put your MEU1 validity at risk (albeit unlikely) but the absences may be challenged / questioned at MEU3 application (eg the evidence needs to show continued expenditure and bills of living in cyprus)... ..... MEU3 holders are allowed upto 5years absence without risk of losing their residency

It is not mandatory that you apply for MEU3.,it is optional.  When you apply for the MEU3 you will be issued with a new document

As it hasnt happened yet I cant confirm that a MEU1/3 holders passport isnt stamped on entry, but you must have your MEU1 or 3 with you

Sadly no I cannot explain it properly  as i find it confusing and a tad nonsensical = but am sure someone can and should clarify it...


EDIT... Its only my opinion but I suspect that last bit refers to MEU1 as well as MEU3  as currently anyone who hasnt got an MEU1 (and there are thousands who havent) but may be able to prove their continued full on residency here will be allowed to apply  for their MEU1 (if under 5yrs) under the WA rights and protections and similarly those who can prove 5 years or more of continued residency can apply for their MEU3 without having had /held the previous MEU1....... I also think the 31.12.2020 deadline will be extended may be to June 2021 or even a later (due to ongoing covid19 restrictions)  so that all who wish to regularise their status here can do so legally and safely

Ok thank you for your prompt response and clarification. 

So difficult under these CoVID circumstances to get entry into Cyprus at the moment !

you can still enter with MEU1 or 3  as a resident and a test prior to flight but may be asked to undertake a random test here and as of last night must then go into quarantine in a CyGov allocated hotel for 7 days  irrespective of result

Travel is subject to entry restrictions

On 21 December, the Cypriot authorities publicly advised against all but essential travel to the UK from Cyprus, and a mandatory authority-assigned quarantine of a minimum of 7 days for all arrivals into Cyprus from the UK. Following this announcement, the authorities have informed the British High Commission, but not yet publicly announced, that the UK is now in Cyprus’ Category C. This means that visitors from the UK are not permitted to travel to Cyprus.
