New requirements for residency as of 1st Jan 2023

We have been anticipating reforms to the law on permanent residency but were not aware that regulations on temporary residency permits would undergo revision.


According to the Aliens and Immigration Regulations, third-country nationals can extend their stay in Cyprus for more than 90 days for the purpose of


(a) entering the Republic for short or long-term holidays


(b) touring


(c) investigating the possibility of settlement in the Republic, they can apply for a temporary residence permit – the so-called “pink slip” – which allows non-EU passport holders to extend their stay in Cyprus for more than 90 days.


Under this permit, a person can live in Cyprus for one year as a visitor but cannot normally carry out any economic activity in the Republic.


Spouses and children under 18 can also get a temporary residence permit as dependents.


To be eligible for this type of permit, the applicant mainly needs to show the following:


adequate income from abroad to cover living expenses while residing in Cyprus

they are renting or have bought a house or apartment in Cyprus

they have health insurance for medical care valid in Cyprus

This permit is valid for one year and can be renewed annually, provided that the relevant criteria are met.


It is important that a holder of this temporary residence permit cannot stay out of the country for more than three months at a time, as this will result in the permit being cancelled.


Until now, there was no requirement for a clean criminal record to be provided from the country of origin or residence nor for medical tests to be taken.


Furthermore, there was no specific amount of the deposits required in a Cypriot bank, and the amount of annual income that had to be received from abroad was not quantified.


The indication was that the income had to be sufficient to cover living expenses whilst in Cyprus.


From January 1, 2023, however, this will change.


In addition to the documents required to date, such as proof of a residence in Cyprus (rented or owned) and private health insurance, new requirements have been added, and applicants are required to produce the following:


Original Clear Criminal Record Certificate from the country of origin or residence, if the applicant resides in a country other than the country of origin, with a duly certified official translation in Greek or English


Original medical examination certificate of blood tests proving that the third-country national does not suffer from hepatitis B and C, HIV, syphilis, and a chest X-ray for tuberculosis with a doctor's opinion, stamped by a specialist doctor from the Republic of Cyprus


Original letter of guarantee from a banking institution in the Republic of Cyprus, with a duration of ten (10) years, to cover possible repatriation expenses in the applicant's name from their bank account. The amount depends on the country of origin. To date, this was not required to be provided by UK Nationals, and we anticipate that this will continue to be the same in the New Year.


Evidence that the applicant has sufficient and stable resources derived from a stable or satisfactory income of the applicant outside the Republic.

Income includes salary, pension, deposits in a bank account abroad, rents, dividends, interest on deposits or by exception from dividends from a company in the Republic (with certification by the Company's Accountant, they do not receive any salary from his position) or rents in the Republic, or from income in the bank account in the Republic from a salary from previous work in a company of foreign interests.



Detailed statements of bank account transactions in a financial institution in the Republic of Cyprus need to be provided from the date of opening the bank account in the case of a first permit, showing the foreign remittances in the name of the applicant, which in total should be not less than €2,000 per month or €24,000 per year for one person. This amount increases by 20% for the spouse and 15% for each child. For the purposes of calculating the amount, transfers abroad or to third parties will not be considered.


A cash transfer or deposit of at least €10,000 is also accepted during the first permit. The cash declaration at customs must be submitted in case of a cash deposit.

When applying for the renewal of the visitor's permit, the balance in the account must, in any case, not be less than €6,000, which corresponds to three months' income, regardless of the size of the family.


For purposes of calculating sufficient funds, the bank statement will be accompanied by the following:


(a) a declaration of the number of family members that the sponsor will support in the Republic


(b) a summarised statement of income.


There is some vagueness in the new requirements, and no doubt there will be more guidance given once the regulations come into force.


Obviously, the government's policy is to raise the bar on who will be allowed to reside in Cyprus on a temporary residence permit. There are no doubt additional hurdles imposed on prospective applicants in the new year, making compliance slightly harder.


We anticipate that these amendments will particularly affect British Pensioners who wish to retire in Cyprus.

Any changes to fast track residency?

Not aware of any at this time ....

This is unnerving. Our immigration appointment (myself, finance and mother-in-law) is on January 23rd. We hired Gwenny Red Tape Services for preparing our immigration documents. I asked if we can apply for category F slow track permanent residence as we are buying an apartment in Peyia. She said that it will be difficult to get police clearance certificates (USA for me and Azerbaijan for fiancé and her mom) in this short time period and suggested that we apply for temporary residence permits and wait for six months so that we would be eligible for police clearance certificates in Cyprus itself. Now these rules have changed and I have to scramble to get police clearance certificates from abroad or leave on Jan 26th.

A copy must be submitted in a renewal.


Certificate of Health Insurance for medical care that covers inpatient and outpatient care and transportation of corpse (Plan A).


Title deed/purchase document deposited in the land registry or accommodation rental document (stamped, where applicable), duly certified.

At the first permit the original document is presented together with a copy.

The copy is presented at the renewal.

or

a Host Declaration for provision of suitable accommodation (where applicable).

We have already got our temporary residency will this criteria be applicable when we come to renew. I have noticed that the requirements to have a criminal record certificate is for the first permit only.


Not sure about the financial side for renewal. I needed to have €30k in a Cypriot bank when I got my original residency. I now have around €3500 a month being paid into my Cypriot bank account I hope that is sufficient for renewal

@MacGeorge8035 I think you are above the threshold but it is better to check with immigration department a few months before your renewal as rules keep changing.

@Toon HiToon, I am struggling to find a fingerprint service in Paphos or anywhere in Cyprus. As I am a US citizen I need fingerprints to be taken on a specific form called FD-258 and then sent to FBI headquarters for them to do a nationwide criminal background check. Do you know any biometric or fingerprinting services in Cyprus ?

The Cyprus Migration Department revised the current regime for obtaining a visitor's permit during November 2022. The main additions are in relation to the eligibility of more dependant applicants and additional documentation to be submitted along with the application.


The new regime and/or additions that have been decided, will be enforced starting from January 1st 2023.


It is worth noting that a grace period will be imposed to allow applicants to comply with the new regime's requirements until 01/05/2023.


The additions in regards to the eligibility group of applicants include the below:


Dependant adult children, of a person who holds a residence permit in Cyprus, up to the age of 25 or up to a year after the completion of their studies. This addition is considered to be a very valuable addition for this permit considering that the up-to-date requirements allowed only dependent minor children (under the age of 18) to apply along with their parents.

Dependant parents, of a person who holds a residence permit in Cyprus or dependant parents of their spouse. This addition is as well considered very practical as up until now a special permission from the Migration Department had to be obtained in advance in order to include dependent parents and/or parents in law in the application of the main applicant.

The additions in the required documents include the below:


Necessity to provide an original criminal record certificate from the latest place of residence and origin (if different), duly legalised with official translation either in Greek or in English, for every adult applicant (only for the first registration).

Necessity to provide original medical examination certificate of blood tests, proving that the adult applicant does not suffer from Hepatitis B or C, or HIV, or Syphilis, as well as a chest X-ray for tuberculosis with a doctor's report, stamped and/or certified by a specialist doctor from the Republic of Cyprus (only for the first registration).

In addition, there having been amendments, that were mostly applicable, thus not officially included in the lists of required documents regarding the finances and income of the applicant. Those consist of the below:


Necessity to provide detailed bank account statements from the Cyprus Bank Account of the applicant, of the last 12 months if it is a renewal while if it is a first registration, from the date of the opening of the bank account in Cyprus, showing the foreign remittances.

The monthly income of the applicant should not be less than €2,000 or €24,000 per year for one person. This amount is increased by 20% for the added spouse or for each dependent parent and by 15% for each child.

In addition, despite the fact that is a renewal or a first registration, the applicant must have in his Cyprus Bank Account the amount of not less than €6.000.

Until December 2022, it was only necessary to provide bank account statements from the Cyprus Bank account, of the last 3 months, with sufficient balance obtained from external sources.

I had a meeting on Wednesday with the immigration lawyer and his understanding of the new regs is police check not required for UK residents but blood and xray will be required. It might be just an interpretation thing as I get the impression laws are applied at the time you meet in Cyprus lol

All depends on who you see on the day and whether they are having a good or bad day. A bit like getting stopped at customs lol ..



Bottom line..... best to have it and not need it than to need it and not have it

Change to immigration rules from 1st January 2023 from all 3rd country passport holders when relocating to REPUBLIC OF CYPRUS.

Cyprus Container Shipping have been trying to gain some clarification directly from immigration but even immigration seem to be in the dark on this change

On reading the proposed changes, you will see under the medical Regulation that this isn't really aimed at Brits, but because Uk are no longer in EU, we unfortunately fall in the pot.


A Criminal Records check, you can do this online, there are loads of companies that do this, but I strongly recommend you use the Gov.co.uk one, you can do this online, opt for the Basic check, it will cost you £18 each, and you will need a UK address to get it sent to. This document now needs to be Apostilled, the same as marriage and birth certificates.

When you arrive in Cyprus, you will need to have an X-Ray for TB, and blood tests for Hepatitis B & C, HIV or Syphilis. As a company Cyprus Container Shipping have found Doctors and have negotiated a price with them for these tests, the X-Ray will be €35 each and the Blood Tests will be €35 each.
