Final exit for new born baby without take iqama

Dear,
My daughter delivered new born baby in Jeddah, Saudi Arabia.
Actually her husband not available in Saudi Arabia, and he never come here in Saudi Arabia.
My daughter also born here in Saudi Arabia and still she is in father's iqama as child.
New born baby get Birth Certificate and Passport from Indian Embassy, Jeddah.
I paid levy for my daughter through Absher and she have valid iqama.

I need to make final exit for both Daughter & New born baby at an early date.
Is there any fine?
Please advise the further steps and advise where I have to approach to complete this formalities?
